Application Lead

Responsibilities: 

  • Lead and manage a team to implement and support TSH application software.
  • Responsible for maintaining the ongoing reliability, performance and support for TSH systems environment.
  • Monitor systems stability / performance and responds to incidents as when arise.
  • Facilitate technical discussions with all support teams and vendors or Business users as when required to resolve any issues.
  • Conduct quality assurance on application software prior to implementation.
  • Ensure robust integration between various application software.
  • Responsible for the performance, integrity and security of application database.
  • Adopt fundamental project management practices in project implementation.
  • Recommend changes as appropriate to improve the Department and TSH.
  • Adhere to all statutory requirements and regulations.
  • Establishes and enforces standards, policies and procedures for computer applications.
  • Supervise subordinate on the ICT System development and maintenance work.
  • Track/monitor the outstanding issues, compile the IT ticketing & SLA reports for IT Support Review meeting
  • Participate in hospital application budgeting, business needs assessment, product/service evaluation and procurement, system integration, vendor coordination of all application and functions within the hospital.
  • Practice the IT standard operating procedures; apply user access control to safeguard clinical & financial information at hospital level.
  • Coordinate the annual hospital IT audit, follow up & close the IT audit findings.
  • Assists in software installation and deployment.
  • Participate in the development/review of Business Continuity Plan; Coordinate during BCP drill or data recovery simulation.
  • Assist users in extracting application data for analysis.
  • Develops Test plan for any new functionalities and ensure proper testing is carried out. Demo new functionalities to stakeholder and obtain user’s sign off.
  • Prepares application training guide and conduct user training.
  • Meet and engage users regularly eg: Doctors, nurses, business office and finance team, to understand user experience and seek ways to improve the system.
  • Work with vendors to ensure committed SLA and system up-time is achieved.

Special Duties: 

  • As may be assigned from time to time by the ICT Manager.
  • To work shifts and on call when required.

Qualifications & Requirements

  • A bachelor’s degree in a computer-related field or equivalent;
  • Required language(s) : Mandarin and English is highly preferred.
  • With 5 years of working experience in the related field preferably in hospital is an added advantage.
  • Excellent teamwork, time-management, documentation and organizational skills.
  • Must have strong troubleshooting and communication skills.
  • Strong analytical ability and people management skills.

Medical Laboratory Technologist 

Main Duties:

  • To attend and assist patients at the reception counter when necessary.
  • To withdraw blood and collect urine specimens from out-patients.
  • To make order entry into HIS and LIS for all outpatient and in-patient cases, including requests that are to be sent to the panel laboratory.
  • To collect laboratory fees/charges from the outpatients when necessary.
  • To monitor stat cases and dispatch urgent reports to waiting patients or wards.
  • To check and receive outpatient specimens and in-patient specimens from the wards.
  • To make sure that all required specimens are correctly received.
  • To record all request to be sent to the panel laboratories into the respective Specimen Record Book and to issue request form for the panel laboratory as necessary.
  • To monitor and request supply, including all necessary specimen containers and request forms, from the panel laboratories.
  • To check reports and record date received from the panel laboratories into respective specimen book and then dispatch the reports to the wards and clinics.
  • To arrange with GSA to collect blood from or send blood to other Hospitals.
  • To assist and cooperate in other areas of work within the laboratory when requested.
  • To ensure and maintain friendly and co-operative working relationship within laboratory staff and among inter-department staff. 
  • To perform specified bedside testing in the wards.
  • To ensure all specimens are processed, analyzed and reported promptly.
  • To perform all urgent requests immediately upon receipt and dispatch the reports as soon as they are ready and to inform doctors/nurses of life threatening values.
  • To monitor and ensure proper quality control of all tests so that all results reported are of the highest quality possible.

Qualifications:

  • Diploma / Degree in Medical Laboratory Technology, or related discipline.

Infra-Structure Lead

Responsibilities:

  • Lead and manage a team to support the IT infra-structure of TSH.
  • Optimise the IT infra-structure so as to provide the best possible performance, service level and security to TSH.
  • Recommend relevant industry standard security policies for adoption.
  • Recommend upgrades and technology refresh as appropriate.
  • Recommend changes as appropriate to improve the Department and TSH.
  • Adhere to all statutory requirements and regulations.
  • Supervise / monitor application vendors and contractors’ activities when required.
  • Generate periodic statistical fault reports for ICT Manager apart from weekly management report.
  • Develop and manage system backup / recovery procedures for network, server and computer applications.
  • Manage virtual (VMware/Hyper-V) and physical servers with Windows Server operating systems.
  • Manage Active Directory, server and workstation window patching.
  • Assist in maintaining Huawei firewall and WIFI controller.
  • Anticipate, mitigate, identify, troubleshoot, and correct hardware and software issues on servers, and workstations. Escalate incidents as necessary.
  • Recommend, schedule, and perform software and hardware upgrades, patches and re-configurations.

  • Minimum Two years of Active Directory administration and support.
  • Experience in Backup and Restore Windows 2012 and Microsoft SQL Server.
  • Experience Windows Server 2012 installation and maintenance.
  • Intermediate PowerShell skills a plus.
  • Preferably be fluent with Windows networking, advanced desktop support, and have significant work experience or certifications in the following:
    1. Microsoft server 2012/2016
    2. Microsoft Active Directory 2012/2016
    3. Microsoft file and print services
    4. Microsoft Operating System XP/7/8/10
    5. Microsoft Office 2003/2010/2013/2016/O365
    6. Microsoft Networking skills, including LAN, WAN, TCP/IP, etc.
    7. HP/Dell Servers and VMWare/Hyper-V
    8. Exposure to Virtual Server environments is a plus
    9. Strong understanding of Network Infrastructure is required
    10. Symantec Backups knowledge is preferred
