 Senior Manager/ Manager, Quality & Risk Management

I. Quality Management: 

  • Identify, coordinate and monitor implementation of quality and process improvement initiatives with key stakeholders to improve processes and ensure patient safety and compliance to all standards/ accreditation.
  • Lead the Internal Quality Audit team and ensure all internal and external audits are carried out in timely manner.
  • Drive and collaborate with stakeholders to establish, implement on new standards /accreditation to be awarded and implemented by respective operation unit.
  • Lead and track accreditation activities and collaborate with other stakeholders to ensure accreditation requirements are met.
  • Identify and coordinate the data collection of Hospital clinical / quality indicators and conduct analysis on the data.
  • Review and report all Quality Objectives, Continuous Quality Improvement, Clinical KPIs in a timely manner.
  • Ensures the review and approval of Hospital Operating Policies and Procedures (HOPs) as per schedule to ensure they are updated and compliant to relevant statutory requirements.
  • Ensures a robust document control system is in place and documents are accessible to staff.
  • Liaise with stakeholders to ensure that the HOPs are reviewed and updated.
  • Ensure all regulations and laws imposed to private hospitals be enforced through appropriate HOPs (Private Healthcare Facilities and Services Act (PHFSA), Competition Act, Personal Data Protection Act, Amendment to Medical Act 1971 and Medical Devices Act 2012 and etc.)

II. Clinical Safety and Risk Management:

  • Establish and review Hospital Risk Registry.
  • Review and evaluate hospital risk and mitigation measures to eliminate/minimize risk.
  • Responsible to ensure a robust incident reporting and management system.
  • Conduct investigations / root cause analysis on all reported incidents and serious reportable events / sentinel events, to identify root causes, mitigation measures and trending patterns.
  • Implement and follow up on process improvements that support the reduction of adverse events.
  • Ensures all mandatory reporting are made to the relevant authorities.
  • Track and capture salient learning points of incidents and sentinel events into case studies for updates and awareness training to staff.
  • Manage patient care related complaints and identify resolution measures with the relevant Head of Departments.
  • Perform case reviews and work with Legal advisors in the management of potential and litigated medico-legal cases.

III. Medical Records:

  • Provide oversights on the smooth operations of Medical Record Department.
  • To formulate, implement and review policies and procedures pertaining medical record management in accordance to Laws of Malaysia and MOH guidelines and ensure compliances.
  • Ensure all medical records are systematically organised, kept confidentiality and easily accessible.
  • Work as a team, to investigate and resolve all medical records related problems from our internal and external customers together with other respective departments i.e. Legal Affairs, Customer Services, Medical Services, Nursing, etc.
  • Act as the main contact with Ministry of Health, Local Authority, National Registration Department etc with regards to the Hospital Information Management and submission of related clinical statistical reports (e.g. cancers, notification of communicable diseases e.g. HIV, Dengue etc) to the relevant parties.
  • Attend or delegate representative to attend invitation to Health Ministry meetings.
  • Train, coach and guide staff to nurture and develop the skills and abilities of staff. Continuously update staff and upgrade their skills to match demands or trends and plan yearly training needs of staff to fulfil MSQH requirement and enhance knowledge or skills.

Qualifications & Experience:

  • Diploma/Degree in Nursing/Healthcare or equivalent.
  • Minimum 5-6 years’ experience as a clinical manager in hospital environment. Or 3-4 years’ experience as a QA Manager.
  • Well-versed with MSQH, ISO 9001 requirements, RCA and quality & process improvement tools.
  • Good leadership skills.
  • Effective communication skills. Good command / proficient in written and spoken English and Bahasa Malaysia. Proficient in Mandarin will be of advantage.
  • Good knowledge and skills with Microsoft Office applications e.g. Word, Excel and PowerPoint.

Application Lead

Responsibilities: 

  • Lead and manage a team to implement and support TSH application software.
  • Responsible for maintaining the ongoing reliability, performance and support for TSH systems environment.
  • Monitor systems stability / performance and responds to incidents as when arise.
  • Facilitate technical discussions with all support teams and vendors or Business users as when required to resolve any issues.
  • Conduct quality assurance on application software prior to implementation.
  • Ensure robust integration between various application software.
  • Responsible for the performance, integrity and security of application database.
  • Adopt fundamental project management practices in project implementation.
  • Recommend changes as appropriate to improve the Department and TSH.
  • Adhere to all statutory requirements and regulations.
  • Establishes and enforces standards, policies and procedures for computer applications.
  • Supervise subordinate on the ICT System development and maintenance work.
  • Track/monitor the outstanding issues, compile the IT ticketing & SLA reports for IT Support Review meeting
  • Participate in hospital application budgeting, business needs assessment, product/service evaluation and procurement, system integration, vendor coordination of all application and functions within the hospital.
  • Practice the IT standard operating procedures; apply user access control to safeguard clinical & financial information at hospital level.
  • Coordinate the annual hospital IT audit, follow up & close the IT audit findings.
  • Assists in software installation and deployment.
  • Participate in the development/review of Business Continuity Plan; Coordinate during BCP drill or data recovery simulation.
  • Assist users in extracting application data for analysis.
  • Develops Test plan for any new functionalities and ensure proper testing is carried out. Demo new functionalities to stakeholder and obtain user’s sign off.
  • Prepares application training guide and conduct user training.
  • Meet and engage users regularly eg: Doctors, nurses, business office and finance team, to understand user experience and seek ways to improve the system.
  • Work with vendors to ensure committed SLA and system up-time is achieved.

Special Duties: 

  • As may be assigned from time to time by the ICT Manager.
  • To work shifts and on call when required.

Qualifications & Requirements

  • A bachelor’s degree in a computer-related field or equivalent;
  • Required language(s) : Mandarin and English is highly preferred.
  • With 5 years of working experience in the related field preferably in hospital is an added advantage.
  • Excellent teamwork, time-management, documentation and organizational skills.
  • Must have strong troubleshooting and communication skills.
  • Strong analytical ability and people management skills.

Infra-Structure Lead

Responsibilities:

  • Lead and manage a team to support the IT infra-structure of TSH.
  • Optimise the IT infra-structure so as to provide the best possible performance, service level and security to TSH.
  • Recommend relevant industry standard security policies for adoption.
  • Recommend upgrades and technology refresh as appropriate.
  • Recommend changes as appropriate to improve the Department and TSH.
  • Adhere to all statutory requirements and regulations.
  • Supervise / monitor application vendors and contractors’ activities when required.
  • Generate periodic statistical fault reports for ICT Manager apart from weekly management report.
  • Develop and manage system backup / recovery procedures for network, server and computer applications.
  • Manage virtual (VMware/Hyper-V) and physical servers with Windows Server operating systems.
  • Manage Active Directory, server and workstation window patching.
  • Assist in maintaining Huawei firewall and WIFI controller.
  • Anticipate, mitigate, identify, troubleshoot, and correct hardware and software issues on servers, and workstations. Escalate incidents as necessary.
  • Recommend, schedule, and perform software and hardware upgrades, patches and re-configurations.

Qualifications & Requirements:

  • A bachelor’s degree or equivalent;
  • Required language(s): Mandarin and English is highly preferred.

  • Minimum Two years of Active Directory administration and support.
  • Experience in Backup and Restore Windows 2012 and Microsoft SQL Server.
  • Experience Windows Server 2012 installation and maintenance.
  • Intermediate PowerShell skills a plus.
  • Preferably be fluent with Windows networking, advanced desktop support, and have significant work experience or certifications in the following:
    1. Microsoft server 2012/2016
    2. Microsoft Active Directory 2012/2016
    3. Microsoft file and print services
    4. Microsoft Operating System XP/7/8/10
    5. Microsoft Office 2003/2010/2013/2016/O365
    6. Microsoft Networking skills, including LAN, WAN, TCP/IP, etc.
    7. HP/Dell Servers and VMWare/Hyper-V
    8. Exposure to Virtual Server environments is a plus
    9. Strong understanding of Network Infrastructure is required
    10. Symantec Backups knowledge is preferred
